Public Involvement
The City of Healdsburg wants to obtain public input and keep the public informed while the studies are being conducted and throughout the construction phase. The City held its first project open house meeting on Wednesday, March 31, 2010, at the Healdsburg Senior Center from 5:30 to 8:30 p.m. The meeting was held to obtain input and concerns on the issues surrounding the bridge and answer questions about the project and studies. Approximately 77 people attended to learn about the project and voice their opinions.
A second open house was held Thursday, April 29, 2010. At that time the project team presented project concepts to the public to obtain feedback. Approximately 70 people attended the open house. On May 11, 2010, a public meeting was held in the Council Chambers at City Hall to receive additional public comments on the concepts presented at the April 29, 2010 Open House.
On July 29, 2010, a second public meeting was held at City Hall to provide an update on the project. At that meeting, detailed layouts of each concept were presented along with the preliminary cost estimates for each.
On August 26th, a third public meeting was held at the City Council Chambers to update the public on the current status of the project and to present the preliminary findings of the Concept Selection Report. The City's consultant, Omni-Means, Ltd, presented information on how the various concepts ranked based on the various criteria, financial information related to the construction/rehabilitation costs of each of the concepts, and detailed renderings of the highest ranked concept. Poster boards of all the concepts were available for public viewing at the City Hall lobby before and during the public meeting. The information presented at this public meeting was the basis for the recommendation to the City Council for selection of a preferred alternative.
Selecting a Preferred Alternative
At the September 7, 2010 City Council meeting, the City's consultant, Omni-Means, Ltd, presented the Concept Selection Report and Appendices. The Report provided the detailed analysis of the evaluation and scoring process for each concept. The Report findings indicated that Concept 4A ranked as the highest scoring alternative based on the Concept Analysis Process outlined above.
After hearing public comment and considering all of the facts presented by City staff and the consulting team, the City Council voted to select Concept 2A as the locally preferred alternative. This Concept will rehabilitate the bridge in place and continue its use as a vehicular bridge. For a detailed layout of each concept considered, view the Refined Project Concepts.
